不能申诉。执照经营异常或执照不是最新版。如果已经不能申诉了，那就不是换执照这么简单了，不仅要换法人，换执照，还要换入驻手机号、邮箱等。
shopee平台要求：同一个法人只能申请入驻一次，被拒后就必须要换其他人的资料申请了。
