I personally feel that the cost of living in Dalian is high. I am a girl and I mostly eat in the cafeteria and occasionally order takeout. I don’t wear makeup, eat snacks, go shopping, and basically don’t attend any self-funded gatherings (class gatherings, student union gatherings, etc.). I rarely shop on Taobao. I can live well on 1,500 yuan if I don’t go to other places except the classroom, cafeteria, fruit store, supermarket on campus, and dormitory, and I will have some surplus.
Dalian is a second-tier city with an above-average consumption level. 1,000 yuan is enough for the average college student's monthly living expenses, of course, provided that you don't spend money recklessly, don't buy high-end consumer goods, have fewer social events, and don't have bad habits. You study fine arts, so the tuition should be quite high, and the various materials required for the major are also quite high. Taking all factors into consideration, you can live very well within 1,500 yuan a month.
In Dalian, I think if you are frugal enough, you can spend about 1,500 yuan a month. If you sometimes go out to eat this or that, or play other things, you can spend about 2,000 yuan a month. It depends on your consumption level. The prices in Dalian are a little higher, but if you eat in the cafeteria, it shouldn't be that expensive. Again, the main thing is academic studies.
Because Dalian is a tourist city, the consumption is relatively high, but the consumption on campus is relatively low. As long as you can control your consumption, there is not much deviation from campuses in other cities.
