For applicants who apply to engage in online taxi-hailing business, after obtaining the online service capability certification results issued by the provincial transportation department of the place of enterprise registration in consultation with the communications, public security, taxation, Internet information, People's Bank and other departments at the same level, the applicant shall apply to the municipal transportation department and submit materials.

1. The municipal transportation department shall make a decision on whether to grant the license within 20 working days from the date of acceptance.

If a decision cannot be made within 20 working days, it may be extended by 10 working days upon approval, and the applicant shall be informed of the reasons for the extension.

2. If the conditions are met, the municipal transportation department shall make a decision to grant the license, clarify matters such as the business scope, business area, and business period, and issue the "Online Taxi Booking Business License"; if the conditions are not met, the municipal transportation department shall make a decision not to grant the license and explain the reasons.

3. Online taxi operators shall obtain the "Online Taxi Booking Business License" and apply for Internet information service registration with the communications authority in accordance with regulations before they can carry out related business.
