Report to the local transport management office by phone. When reporting, you should clearly state the license plate number of the unlicensed vehicle and the owner's situation and the place of operation as much as possible. The transport management office will verify and handle the report after receiving the report and the evidence you have.

Any violation of these regulations and any of the following acts shall be ordered to correct by the taxi administrative department at or above the county level, and be given a warning, and be fined not less than RMB 10,000 and not more than RMB 30,000; if it constitutes a crime, criminal liability shall be pursued in accordance with the law:

(a) Engaging in or engaging in online taxi business activities in disguise without obtaining a business license;

(b) Forging, altering or using forged, altered or invalid "Online Taxi Booking Transport Certificate" and "Online Taxi Booking Driver Certificate" to engage in online taxi business activities.
