2. The receiving and accepting personnel pre-examine the materials, make pre-examination opinions within 5 working days, and make an acceptance decision. If the applicant meets the application qualifications, and the materials are complete, the format is standardized, and they meet the legal form, they will be accepted and an electronic version of the "Acceptance Receipt" will be issued; if the applicant does not meet the application qualifications or the materials are incomplete and do not meet the legal form, the receiving and accepting personnel will not accept the application and issue a "Notice of Non-Acceptance".
