On February 27, the Hainan International Tourism Island Pilot Zone and Alibaba Group officially signed a strategic cooperation agreement: a total investment of 5 billion yuan was planned to build China's first digital Internet city based on cloud computing and big data in the pilot zone. This will also be the prototype of an intelligent "future city".

It is understood that Hainan will rely on Alibaba's technology to provide digital, intelligent, and personalized terminal services for governments, enterprises, residents, and tourists, and build an information platform integrating e-government, urban management, and public services.

In addition, Alibaba's digital entertainment and gaming industry headquarters base will be located in the pilot zone, and an art district will be built in the pilot zone to provide a platform for the creation, display, and trading of excellent cultural creativity and performing arts products at home and abroad. The Hainan branch of Taobao University will also be located in the pilot zone to provide talent support for the Internet economy.
