The predecessor of Yunqi Town is Zhuantang Science and Technology Economic Park in Xihu District.

In October 2014, when Li Qiang, former governor of Zhejiang Province, visited "Yunqi Town" in Xihu District, he first proposed "Let Hangzhou have another beautiful characteristic town, and let more innovative 'colorful clouds' float in the sky". The concept of characteristic town came from this and became clearer day by day; since then, Yunqi Town has been included in the list of the first batch of 37 characteristic towns in Zhejiang Province.

Here, the first administrative management agency of characteristic towns in the province, Hangzhou Yunqi Town Management Committee, was established, and the first honorary mayor's appointment letter of characteristic towns in the province was issued. Innovative talent gathering practices such as platform talent attraction and sentiment talent attraction were created, and innovative scenes of urban brain such as pole-free parking were pioneered, and digital solutions for characteristic town governance were explored.
