2. Application documents issued. The content should explain the basic situation of the applicant, the description of compliance with the development plan of the finished oil retail system industry in our province and the local area, the situation of the proposed new gas station and the specific operation plan, the gas station closest to the new gas station in front, behind, left and right and the actual distance, and attach a schematic diagram.

3. Review opinions of the county-level commercial administrative department and the municipal, state, and local commerce bureaus where the applicant is located.

4. Submit a finished oil supply agreement signed with a finished oil wholesale business enterprise that has passed the annual inspection for more than 3 years and is commensurate with its business scale, and a copy of the "Finished Oil Wholesale Business Approval Certificate" of the wholesale enterprise

5. Business license or "Enterprise Name Pre-Approval Notice" issued by the industrial and commercial department.
