If a property fails to be sold, the reserve price may be lowered at the next auction, but the amount of each reduction shall not exceed 20% of the previous reserve price.

For movables that still fail to be sold at the second auction, the People's Court may, in accordance with Article 19 of these Regulations, pay the price and hand it over to the applicant for execution or other execution creditors to offset the debt.

If the applicant for execution or other execution creditors refuse to accept or cannot deliver it to offset the debt according to law, the People's Court shall lift the seizure and detention and return the movables to the person subject to execution.
