3、支付宝确认收到买家付款后卖家不履行发货义务并且拒绝主动退款给买家,投诉做

"处理,并且限制出价和发布商品的权限1个月,再次违规

"处理。
4、支付宝确认收到买家付款后卖家未及时发货,但事后补发或者确认退款买家,投诉做

5、没有通过支付宝交易:交易金额超过20元(含20元),如果买家没有收到货物,投诉做
"永久公示监管
"处理。
6、交易金额在20元以内,卖家联系不上,投诉做

7、卖家可以联系,投诉成立后没有提供发货单,金额超过20元(含20元),投诉做

8、卖家可以联系,投诉成立后没有提供发货单,如果金额低于20元,投诉做

Penalty details:
1. If the buyer and seller have reached an agreement, the buyer confirms receipt of the goods, and the transaction has been completed, the complaint will be handled as

2. Transactions through Alipay: If the seller's shipment is false, resulting in the buyer not receiving the goods, and the payment has been paid to the seller, the complaint will be handled as

". If the buyer has applied for a refund, the complaint will be handled after the

dispute is resolved, and the final complaint handling opinion will be given based on the refund handling result.
3. After Alipay confirms receipt of the buyer's payment, if the seller fails to fulfill the shipping obligation and refuses to actively refund the buyer, the complaint will be handled as
"permanent public warning
", and the bid and product publishing rights will be restricted for 1 month. If the violation occurs again,
"freeze
" will be handled.
4. If the seller fails to deliver the goods in time after Alipay confirms receipt of the buyer's payment, but resends or confirms refund to the buyer afterwards, the complaint will be handled as "public display for 1 month" and the right to publish goods will be restricted for 14 days.
5. If the transaction is not made through Alipay: the transaction amount exceeds 20 yuan (including 20 yuan), if the buyer does not receive the goods, the complaint will be handled as "permanent public display supervision".
6. If the transaction amount is less than 20 yuan and the seller cannot be contacted, the complaint will be handled as "permanent public display warning". And the complained party will be restricted from bidding and publishing goods for one month. If the violation occurs again, the complaint will be frozen.
7. If the seller can be contacted, but the delivery note is not provided after the complaint is established, and the amount exceeds 20 yuan (including 20 yuan), the complaint will be handled as "permanent public display supervision".
8. The seller can contact you. If the complaint is established but the delivery note is not provided, and the amount is less than 20 yuan, the complaint will be handled as "public display for one month", and the party being complained will be restricted from bidding and publishing goods for 14 days. If the violation occurs again, the complaint will be handled as "permanent public warning".
