What are the pros and cons of the Hangzhou HR Alliance?

昨日,杭州高新区(滨江)HR智库联盟联盟成立。首批成员由阿里、海康、网易、吉利等30余家重点企业CHO或HRD组成,旨在打造最具“使命感、凝聚力、生长力”的人力资源共享赋能平台,通过标杆学习、经验分享,开展前沿研究,共同推进人力资源管理的创新实践与价值提升,赋能企业创新发展,打造热带雨林式的人才发展新生态。

宣传听着确实不错,高大上又有噱头,阿里、海康、网易、吉利等30余家重点企业CHO或HRD组成。当然,这是站在资本的角度宣传,那么,站在一个职场人的角度呢?

笔者完全可以极端地猜测一下。未来这些联盟里的HR直接把那些刺头员工在上一家公司什么水平,工作态度如何,业绩如何,全都恶意记录上。甚至,这个员工的具体薪资,涨薪进度,愿不愿意加班,请假多与少等等都一一记录在案。每一个职场人都像是一块“猪肉”一样被打上详细的标签,HR们招人去系统根据标签直接筛选就好了。

说回这种联盟软件,难道这就不属于非法搜集别人的隐私信息,难道这就不是违法吗?

成立联盟或者标注候选人,或许真的可以像资本家们宣传的那么好听:

通过标杆学习、经验分享,开展前沿研究,共同推进人力资源管理的创新实践与价值提升,赋能企业创新发展,打造热带雨林式的人才发展新生态。

但笔者不得不质疑这一现象,如今职场环境恶劣,笔者相信有这样的软件、有这样的联盟存在,背后恶意标注的现象也绝对不会在少数,被打标签,是不是在杭州连工作都找不到了?这些老板们团结起来,如果在本地同时打压薪资,我们是不是企业给任何薪资,我们都得无条件接受?

笔者只是一个职场自媒体,对于这种行为违法不违法不好断定,但笔者可以引用律师岳屾山的一句话,不论是提供方,还是最终买卖方都属于违法行为。

主动提供,如果说用于买卖,我认为属于一种违法犯罪行为,非法提供显然侵犯了公民个人信息,购买的这一方也侵犯了公民个人信息;

公民个人信息的买卖经常会在网络平台上进行交易,需要平台履行自己的主体责任, 并且向相关的部门进行举报和投诉;

The author can make an extreme guess. In the future, the HRs in these alliances will directly record the level of those troublesome employees in their previous company, their work attitude, and their performance. Even the specific salary of this employee, the progress of salary increase, whether he is willing to work overtime, how many days he takes leave, etc. are all recorded one by one. Every person in the workplace is labeled with detailed labels like a piece of "pork", and HR recruits people to the system to directly screen according to the labels.

Speaking of this kind of alliance software, doesn't this constitute illegal collection of other people's private information? Isn't this illegal?

Establishing an alliance or labeling candidates may really be as good as the capitalists promote:

But the author has to question this phenomenon. Today's workplace environment is bad. The author believes that there are such software and such alliances. There will definitely be no shortage of malicious labeling behind them. If you are labeled, will you not be able to find a job in Hangzhou? These bosses unite. If they suppress wages at the same time locally, do we have to accept any salary given by the company unconditionally?

The author is just a workplace self-media, and it is difficult to determine whether this behavior is illegal or not, but the author can quote a sentence from lawyer Yue Shanshan, whether it is the provider or the final buyer, it is illegal.

If it is actively provided for sale, I think it is a criminal act. Illegal provision obviously infringes on citizens' personal information, and the buyer also infringes on citizens' personal information;
