我也碰到了跟你一模一样的问题，我的是在提交技术部分的时候出现这个问题，现已解决，办法就是：打开离线投标工具——在包1上右键——生成技术部分，如果不行，关闭离线投标工具，然后按照上边的方法重复试5次以上基本上就解决问题了，因为我做2个标书都是这样，我发现国网电子商务平台做的挺垃圾的

I also encountered the same problem as you. My problem occurred when submitting the technical part. It has been solved now. The solution is: open the offline bidding tool - right click on package 1 - generate the technical part. If it doesn’t work, close the offline bidding tool, and then repeat the above method for more than 5 times to basically solve the problem. Because I made 2 bids and it was like this, I found that the State Grid e-commerce platform is pretty rubbish
