发票是指一切单位和个人在购销商品、提供或接受服务以及从事其他经营活动中,所开具和收取的业务凭证,是会计核算的原始依据。
理论上来讲只要提供了服务业务或者销售了产品,就都是要开发票的~
但是像个体户的话比较多是核定征收税务,如果你是零售,主要的客户群体都是个人,并且客户也没有需求要发票,确实可以不开。
有明确要求需要发票的客户,是必须要提供发票的。
所以
1、开不开票取决于你的客户需不需要。
2、开给你的客户。

1. Whether to issue invoices depends on whether your customers need them.
2. Issue them to your customers.
